Sometimes we are tempted to choose the fastest piece of software, or the software that contains the most features... but given the inherent complexity in any such product, the best answer is often the simple one -- the package for which we say "It Just Works."
I have found that Radiant (a content management system) and Open Source Web Design (a collection of free/libre website layouts) have saved me a tremendous amount of time in bringing my personal domain back online.
